NYS 2026-27 Enacted Budget: Analysis

The 2026-27 Enacted State Budget was passed last week nearly two months after its April 1 deadline. The spending plan totals $268 billion and contains the following highlights for SUNY:
  • $49.3M in increased operating aid
  • $85.7M in increased fringe benefits funding
  • $53M in full-time faculty money
  • $100M in operating aid for SUNY Downstate 
  • Capital funding reappropriations of $750M for SUNY Downstate and $450M for SUNY Upstate 
  • State pick-up of debt service cost for SUNY hospitals 
  • $13.3M in increased funding to EOP
  • Tier 6 reforms that include ORP
  • The expansion of the NY Opportunity Scholarship Program to include SUNY state-operated campuses that offer associate degrees in specific programs 
  • Rejection of the Executive Budget proposal to cease reimbursement of the Medicare Income Related Monthly Adjustment Amounts (IRMAA)


Unfortunately, the enacted budget does not contain additional funding for our distressed campuses. We are now putting pressure on the SUNY Board of Trustees and the Chancellor to provide these campuses with additional funding as part of their state funding allocation process.
